If you = noob mod/Yoosof then you have to read this guide.
Reasons to lock topics:
They are out of date and have been bumped
Complete spam
Delete Porn/chorn
Answered questions
people going off topic too much
What not to do:
Ban users without asking the admin
Give infractions to a person that you 'Don't like'
Make stupid topics and posts
Don't take advantage of the fact that you can post in the announcements, if its like 'i like cheese' then it should go in the 'i ate a turnip' forum
If you dont know howto lock topics and give infractions - you should
